The pre-installation feature debuted in Genshin Impact with the 1.2 update, The Chalk Prince and the Dragon. A couple of days before release, PC players could pre-download the update and prepare to experience the content sooner in launch day. You can do the same for update 1.3, pretty much in the same way as before, with Android and iOS devices also featuring pre-installation as well.

The Genshin Impact pre-installation is available starting 2021-02-01 11:00:00 (Before updating to Version 1.3, UTC+8).

Here is how you can set everything up for All That Glitters.

The pre-download and the pre-install process on PC is easy and smooth. You just have to open the game's launcher when the time comes – hopefully miHoYo will make the patch available a few days before the release date, which is scheduled for February 3 – and you should see a pre-installation button to the left of the Launch button.

Tap the button to download the new files for the 1.3 update and comfortably wait for it to finish. On February 3, you can update the game and things will be much faster then. If for some reason you were unable to pre-download the new patch, you can do it on launch day, although it will take a while longer compared to the pre-download process.

Pre-downloading the Genshin Impact 1.3 update on Android and iOS is simple as well. Run the game and in the login menu download the Resource Package. Another way of doing this is by going to Other and choosing the Pre-Install Resource Package option. A second method consists of tapping the Pre-Install Resource Package icon on the bottom left corner of the login screen.

If everything went well, you will have all the files that you need; otherwise, your best bet is to check the Play Store or App Store to see when the pre-download is available. You still need to use these anyway.

As for Genshin Impact PS4 and PS5 players, there doesn't seem to be any pre-installation option right now – you have to download and update the game on launch day. That reminds me of a Genshin Impact Nintendo Switch version that is yet to be released, we'll keep on the lookout for a release date.
